The Non-Employee Personnel Action Request (NEPAR) is utilized to onboard a non-employee who will be engaging in sponsor-designated activities on a UMMC campus. All non-employees must be sponsored by an active UMMC employee. The "sponsor" of a non-employee manages the onboarding process and accepts accountability for the compliance of the non-employee with all applicable UMMC requirements and policies. Sponsors may designate another individual to serve as "co-sponsor." Individuals designated as co-sponsors must agree to the "Sponsor's Duties and Responsibilities" and share accountability with the sponsor for the compliance of the non-employee with all UMMC requirements and policies. Departments must file and maintain documentation of onboarding requirements and all forms for 6 years following the completion of the non-employee assignment. Non-employee files are subject to audit.
