Dr. Payne is a professor with tenure in the Department of Otolaryngology and Communicative Sciences, School of Medicine, a member of the UMMC Cancer Institute with service on the Scientific Leadership Committee, and director of the ACT Center for Tobacco Treatment, Education and Research at UMMC. He is a clinical psychologist, and has been involved in clinical, research, and educational aspects of behavioral medicine for over 25 years. He has trained many clinical psychologists in his previous role as supervisor and Associate Director of Training at the Jackson UMMC / VAMC Psychology Residency Consortium.
Dr. Payne has been instrumental in developing clinical treatment and training programs to help patients quit tobacco use. He currently serves on the ATTUD / NAADAC / CTTTP Certification Committee charged with establishing a national credential for Tobacco Treatment Specialists, targeted for full implementation in 2019. He has provided direct services or clinical supervision in the treatment of thousands of patients. He has been a Principal Investigator or Investigator on FDA-funded (Tobacco Centers for Regulatory Science), NIH-funded (NIDA, NCI, NHLBI, NIDCR) and pharmaceutical industry sponsored (IIR; clinical trials) studies addressing tobacco use and treatment.
A charter member of the sociocultural research team of the Jackson Heart Study, a large NHLBI-funded longitudinal cohort study of cardiovascular risk and disease in African-Americans, Dr. Payne has authored over 115 peer-reviewed publications, with topics spanning the genetics of nicotine dependence, cue reactivity, applied clinical factors, health impact of tobacco use, and public health considerations. He provides scholarly reviews for various journals / funding agencies / organizations / states, and has sat on several editorial boards. He is a fellow in the Society of Behavioral Medicine, was awarded the status of Knowledge Opinion Leader by Pfizer Inc., and has received the Gold Medallion Excellence in Research award from UMMC. Dr. Payne is past president of the Association for the Treatment of Tobacco Use and Dependence (ATTUD), and has served on national organizations in various other capacities. He currently serves on the Mississippi Tobacco Advisory Commission (appointed by Governor Phil Bryant), and recently the Advisory Board of the State of Mississippi Insurance Board (appointed by State Insurance Commissioner Mike Chaney).
