Biography

Dr. Luiz Costa Lima with over two decades of experience in the healthcare system, is a board-certified anesthesiologist in both Brazil (SBA) and the United States (D. ABA), with a diverse and accomplished background that began with his service as a Navy dentist. Inspired by a strong passion for medicine, he transitioned to medical school and completed anesthesiology training in Brazil (2013). Seeking continued professional growth, he retrained in the United States through a second residency program, combining his international expertise with advanced U.S. training. Dr. Costa Lima manages patients in critical condition with extensive experience in high-acuity settings.

After completing a fellowship in Acute Pain Medicine in New York, Dr. Luiz Costa Lima returned to the University of Mississippi Medical Center to enhance education in regional anesthesia for both residents and faculty. As an educator in acute pain medicine and regional anesthesia, he trains residents in advanced nerve block techniques and multimodal analgesia strategies aimed at improving patient outcomes, minimizing opioid use, and reducing dependence on volatile anesthetics—an approach that also supports environmental sustainability.

Logistical organization of a new eletroconvulsive therapy room, Author - In this role, I sought approval from the leadership of the Psychiatry Department, Anesthesia, and Nursing to relocate our patient care area. Working collaboratively with these departments, as well as with the assistance of an anesthesia technician, I facilitated the move to a new space that offered several benefits for the patients. The new location provides improved privacy for their therapies, ensuring a more comfortable and confidential environment for their care.09/2024 - 11/2024
ERAC (Enhanced Recovery after C- Section) protocol, Co-author - I conducted a detailed review of the current ERAC protocol from the Obstetric leadership, updating and incorporating new practices to optimize pain control while reducing opioid use.09/2024 - 10/2024

Quality Improvement Initiative – Follow-Up in Regional Anesthesia Patients, Leader -i am leading a quality improvement project using the Plan-Do-Study-Act (PDSA) approach to enhance follow-up care for patients receiving peripheral nerve blocks (PNBs). The team developed an automated system where all patients receive a standardized text message post-procedure to assess pain control and identify any red flag symptoms. If concerns are reported or there's no response, the patient is contacted by phone for further evaluation, ensuring timely intervention while reducing unnecessary use of human resources. At the conclusion of the project, residents will present the results at the American Society of Anesthesiologists (ASA) meeting to share this methodology and its impact. The goal is to promote a more efficient, patient-centered follow-up model and encourage its adoption across other institutions to improve perioperative care nationwide.08/2024 - Present
Quality improvement initiative: Improving regional anesthesia - preop nerve blocks / neuraxial - Workflow chart for Joint Surgery - Dr. Montgomery and Dr. Ibe, reviewer of the Eras for total arthoplasties - I reviewed our current Enhanced Recovery After Surgery (ERAS) protocol and proposed targeted improvements after discussions with key joint surgeons, Dr. Ibe and Dr. Montgomery. Drawing from best practices I observed during my fellowship at a high-volume center specializing in knee and hip arthroplasty, I aimed to align our approach with evidence-based strategies for optimizing patient outcomes. To address challenges with late-day cases and limited staffing for postoperative nerve blocks, I coordinated meetings between the surgeons and our regional anesthesia team to shift nerve block placement to the preoperative period. This change ensures more consistent block delivery and improves postoperative comfort, especially for patients undergoing general anesthesia. Additionally, I advocated for spinal anesthesia as the standard approach and collaborated with room-assigned anesthesiologists to support the acute pain service in performing spinals efficiently. I keep monitoring efficiency and communicatoning with the joint team to mantain efficiency.05/2024 - Present
Adult Regional Block "Time Out" Standardization, Author - I developed a standardized "time out" checklist to improve the safety of adult regional anesthesia procedures. This structured checklist guides residents and anesthesia providers through a systematic verification process before performing nerve blocks. Key elements include: confirming correct patient, procedure, and side to prevent wrong-site blocks; reviewing allergies to avoid administration of local anesthetics or adjuvants in allergic patients; verifying anticoagulation status immediately prior to neuraxial anesthesia to reduce the risk of epidural hematoma; and ensuring blood pressure monitoring is set to every 5 minutes to allow early detection of local anesthetic systemic toxicity (LAST).01/2024 - 07/2024
Logistical Reorganization of the Regional Pain Service Area, Author. As a resident in Anesthesiology, I initiated the organization of the Regional Pain Service area by setting up regional anesthesia cars, labeling the regional anesthesia carts to standardize and streamline supply stocking instead of obtaining supplies from the workroom mostly on every block. As an attending, I continued this effort by securing a dedicated cabinet for regional anesthesia supplies, requesting an additional computer to support documentation, and implementing labeling for anesthesia techs to guide weekly restocking. I continue to monitor the regional anesthesia carts monthly to ensure they remain properly stocked and organized, and I use this as an opportunity to teach residents about the importance of good organization in maintaining efficiency and patient safety.01/2021 - Present
Founder/President of the Trauma interest Group (LITRE). Universidade Federal do Rio de Janeiro. 2008-2009., Leadership - As the leader of LITRE UFF (Liga de Trauma da Universidade Federal Fluminense), a group founded in 2008 and still active today, I played a key role in organizing various initiatives to enhance the educational experience of medical students and promote community engagement in trauma care. I coordinated regular meetings, developed policies for the group's operation, and invited distinguished professors from the School of Medicine to give lectures on trauma and emergency management, providing valuable insights for students and members. In addition to academic initiatives, I organized hands-on workshops, such as Basic Life Support (BLS), Advanced Cardiac Life Support (ACLS), and airway management training. These workshops equipped students with essential skills to apply in real-life emergency scenarios. I also emphasized community education, teaching the public how to alert emergency services, perform CPR, and respond in critical situations. Moreover, I led donation campaigns where medical students volunteered to support various community health initiatives. Finally, I facilitated shadowing opportunities with paramedics, allowing students to gain practical experience in pre-hospital trauma care. LITRE UFF remains committed to advancing medical education and supporting community health.
