  • Special Instructions to Bidders on Public Projects

    Bids for public projects, as defined in Section 31-3-15 and 31-3-21 of the Mississippi Code of 1972, annotated, must provide on the face of the envelope one of the following:
    Exceeds Fifty Thousand Dollars ($50,000.00)
    The Contractor's current Certificate of Responsibility number - To be awarded a contract for public work, a Contractor must have a current Certificate of Responsibility at bid time and during the entire length of the job.
    For Bid $50,000 or Less
    A Contractor's current Certificate of Responsibility number or a statement to the effect that the bid enclosed does not exceed Fifty Thousand Dollars ($50,000.00) is required.

    Joint Venture Bid
    A Joint Venture Certificate of Responsibility - When multiple Contractors submit a joint venture bid in excess of $50,000 a Joint Venture Certificate of Responsibility number is required on the bid and face of the envelope. If the multiple Contractor joint venture has no Joint Venture Certificate of Responsibility number, each of the Contractors participating in the bid must indicate their individual Certificate of Responsibility numbers on the bid and on the face of the envelope.

    When a non-resident Contractor submits a bid for a public project, one of the following must be submitted with the Proposal Form or the bid will be considered non-responsive and, therefore, rejected:
    Copy of the Law
    A copy of the non-resident Bidder's preference law pertaining to that state's treatment of non-resident Contractors
    If the State has no such law, a statement indicating the State of (name of State) has no resident Contractor preference law
    Any Bidder may be disqualified for any of the following reasons:
    Bidder is in arrears on existing contracts
    Bidder is in litigation with the Owner or the Using Agency
    Bidder has defaulted on a previous contract
    Any questions regarding discrepancies or omissions pertaining to the Drawings or Project Manual should be directed immediately to the University of Mississippi Medical Center Purchasing Department.
