WHY: During their meeting on Tuesday, Dec. 11, Jackson City Council members are scheduled to vote on an ordinance requiring bicycle riders to wear helmets. The ordinance proposes fines between $25 and $75 for riders not wearing helmets, but allows the fine to be waived for first-time offenders.
